Continuously Failing Judiciary

The courts of the country and the enforcing authorities (read state police) took just 20 years for punishing an offender of molesting a minor girl. From a bird's eye view looks a simple case; but when the offender was himself the enforcement authority who could enforce anything against such a powerful person.

Now that he is retired and has lived almost all his life; he has been sentenced for only 18 months; that's too after burning lots of wax by aam aadmi and hue and cry made by enthusiast citizens. I wonder if such a simple case took 20 years to sentence the offender; how long would it us to get justice given any such frivolous instance happens with us or people around?

I heard many people saying "Justice has Prevailed" and also "Police/CBI has handled the case meticulously". "what a fu*#$ing joke" if being meticulous it takes 20 years; god help us.

Going by law, his latest conviction proves that he was the culprit and therefore he must not be possessing necessary qualities/understanding/values/beliefs the person heading the police of a leading state of India. Given he has been active in making decisions binding on state citizens for 20 long years must have resulted in lots of damages (may be intangible) to the state. How should we cover that? Shouldn't he get a sentence for all of his life (whatever life the old man has)?
